以全域旅游理念助推秀美乡村建设——基于上饶市横峰县秀美乡村建设的经验启示

基于全域旅游理念下的秀美乡村建设模式为当前有旅游资源优势的农村发展建设提供了全新思路。上饶市横峰县以全域旅游理念打造秀美乡村建设,从全域规划先行、确保财源、乡村建设与产业开发融入旅游发展、农民共建共享等方面入手,成效显著:形成了乡村经济新业态、优化了乡村治理秩序、改善了乡村风貌。但与此同时,该县的秀美乡村建设在长效管理、资金供应、建设成果转化、村民主体积极性、精神文明建设等方面面临诸多困境。应分级规划以整合资源、完善资金供应体系、加快制定落实长效管理机制、完善激励措施发挥农民主体积极性、加强精神文明建设促进乡村旅游发展,以完善秀美乡村建设。

The building mode of beautiful villages in the perspective of all-for-one tourism idea has give a new notion to the development and building of the rural areas with the advantages of tourism resources. Hengfeng county, in the perspective of all-for-one tourism idea, is building beautiful villages,beginning with an all-foi^one planning in ad-vance ,the guarantee of finance source, the integration of village building, industry development and tourism develop-ment ,and farmers7 co-building and sharing. There have been remarkable results ： a new format of rural economy, the optimization of rural governance order, the improvement of rural scenes. However, there are also a lot of difficulties in terms of long-term management, capital supply, achievement transformation, villagers, enthusiasm, and construc-tion of spiritual civilization. Thus, in order to promote the rural tourism and improve the construction of beautiful vil-lages ,it is necessary to carry on hierarchical planning, improve the system of capital supply, accelerate the imple-mentation of long-term management mechanism, improve incentive measures to give play to the initiatives of farm-ers, and strengthen the construction of spiritual civilization.
