水库移民后期开发性扶持资金结构比例评价——基于主成分分析法

Evaluation of the Funds Allocation in Reservoir Resettlement Support:Based on Principal Component Analysis

开发性扶持的资金结构安排比例是影响扶持工程实际效益的一项重要参考因素。根据湖北省各市(州)2015年度增长人口扶持项目计划资金完成情况的统计数据,采用主成分分析法,以同期后期扶持具体工作中各个项目的计划投入量为评价因子,构建水库移民后扶资金发放的结构比例评价体系。研究结果表明,生产生活扶持、社会服务和生态环境建设是后扶资金投入的三大关键点,湖北省各市(州)在社会服务项目上的投入普遍比较充足,其他项目因地区差异有所不同,并据此提出相关的建议。

In this study, an evaluation system based on principal component analysis is established using the detailed input scales on every subjects of the support schematization. Further research comes to show us that input on production and living support, social services and ecological protection are the three main points of all. Relevant suggestions are propounded in the end of this study.
