供给侧改革视角下我国体育场(馆)供给结构失衡的主要问题、成因及改革路径研究

Research on the Main Problems,Causes and Reform Path of Supply Chain Imbalance in China's Stadium from the Perspective of Supply Side Reform

在建设健康中国、形成全民健身新时尚的大背景下,体育场(馆)是体育事业发展必不可少的硬件条件,现实中体育场(馆)存在严峻的供给侧结构失衡问题,主要是"供给不足"和"供给过剩"并存,资源要素配置不合理,供给效率低下,区域、城乡间体育场(馆)数量规模分布不均衡,不同系统内体育场地供给数量差距问题。导致结构失衡的主要原因是:公众需求信息的表达机制缺失,传统管理体制机制的阻碍,激励与保障机制缺位。基于以上研究结果,结合已有实践经验,提出我国政府应该从以下几个方面推进体育场(馆)供给侧结构性改革:增加体育场(馆)的供给,消除体育场(馆)供给过剩,整合体育场(馆)资源,深化管理体制机制改革等。

In the construction of healthy China,the formation of a new national fitness fashion background,the stadium is essential for the development of sports hardware conditions,the reality of the stadium there is a serious supply side of the structural imbalance,mainly ＂insufficient supply＂ and ＂ supply surplus＂ coexist,the unreasonable allocation of resources,the supply efficiency is low,the regional,urban and rural stadium the size of the distribution of uneven,different systems within the number of sports field supply gap.The main reason for the structural imbalance is that the expression mechanism of public demand information is missing,the traditional management system mechanism is hindered,the incentive and guarantee mechanism is absent.Based on the above research results and the existing practical experience,it is pointed out that the government should push forward the structural reform of the stadium on the supply side of the stadium：increase the supply of the stadium,eliminate the surplus of the stadium resources,deepen the reform of the management system and so on.
