A Study on the Evaluation System of Government Purchasing Social Work Service

社会工作服务评估作为政府购买社会工作服务的"方向标",直接影响购买服务的运行机制、服务质量及发展趋势。与其他一般性购买货物评估不同,社会工作服务评估存在事前目标设定复杂性、事中绩效监控不确定性及事后绩效测量不统一性等因素,导致评估指标主观化、任务目标多元化等诸多问题出现。借鉴国外3E评估理论与"Martin五维、三层"评估模式,结合我国本土化特点,细化评估体系内容60余项,以期建立科学、统一、完整的评估指标体系。

As the direction sign of the government purchasing social work services,the social work service evaluation directly affects the operation mechanism,the service quality and the trend of development. Different from the evaluation of other general purchases of goods,social work service evaluation has such elements worth noting as the complexity of setting goals beforehand,the uncertainty of performance monitoring underway and the inconsistence of the post-performance measurement,which often cause problems including subjective indicators of assessment and diversified mission targets. Drawing on the 3E assessment theory and 'Martin five-dimensional,three-tier'assessment model,and the localization of our country,this paper proposes detailed content of the evaluation system with more than 60 items in the hope of establishing a scientific,unified and complete evaluation system of indexes.
