摘要
终身学习作为一种教育理念,规定了教育政策制定的基本原则,对教育的战略地位、战略主题、覆盖群体、教育体系构成和社会教育总投入和构成等基本问题都提供了新的教育政策的取向。本文在论述终身学习取向下教育政策基本原则的基础上,通过对联合国教科文组织、经济合作与发展组织(OECD)、欧盟等推进终身学习的文件研究,力图找出终身学习理念对上述五个教育政策基本问题的回应,并分析部分发达国家和发展中国家的政策文本和实践事例。文章认为,终身学习理念是发达国家后GDP时代教育政策的指导思想,影响到发达国家的教育政策和其他公共政策。这对未来中国规划全面建成小康社会目标下的教育政策有一定的启示。
Lifelong learning has been a dominant a concept and basic principles for educational policies particularly in developing courties. The lifelong learning concept relates to the basic questions of educational policy-making: the strategic priorities of education, the strategic theme, beneficiaries of educational provision, types of educational provision, and total expenditure on education. This paperanalyzes the basic principles of educational policies based on papers and documents from UNESCO, OECD and EU, and presents on the policies in those fives aspects from the lifelong learning approach and made a basic comparison between developed countries and developing countries in lifelong learning practice. The author concludes that, for a country in the post-GDP era, lifelong learning is a concept guiding the policy-making in the educational sector, which remands for the coherence of educational policy and other public policies.
