On the Concept of Video Policing and Its Significance

随着视频监控系统、拍照手机、行车记录仪、执法记录仪等录影设备应用的普及,特别是移动网络、大数据和云计算技术的发展,视频技术已经成为新的社会治理手段和管控模式。视频监控系统已经广泛应用于社会治安防控、侦查、消防、交通、警卫、内保、指挥、督察等公安机关各个专业警种的警务工作中,视频警务已经发展成为一种新的警务模式。视频警务是视频技术在警务中的应用以及相应的警务模式。无论从实践还是理论方面,我们都应该建立视频警务概念,并探究其内涵和外延,为更新警务思想和改革警务模式注入新的理念,并为视频警务相关的课程和专业建设打下理论基础。

With the application and popularization of video monitoring systems, camera phones, dashboard cameras, law enforcement recorders and especially the development of mobile network, big data and cloud compu- ting technology, video technology has become a new mode of social management and monitor. Video monitor sys- tem has been widely used in social public security prevention and control, investigation, fire control, transporta- tion, safety guard, commanding and supervision and video policing has become a new type of policing. Video poli- cing is the application of video technology in policing. From the theoretical aspect as well as the practical aspect, we need to establish the concept of video policing, discuss its connotation and extension, integrating new ideas into policing mode and lay a theoretical base for video policing course and major construction.
