An Economic Analysis of “Take Off Real to Virtual”

"坚决防止脱实向虚"是我国当前改革和发展中的一项紧迫任务。但必须建立在科学的理论认识的基础上。"虚拟经济"和"脱实向虚"这类概念不仅不科学,而且未能确切反映现实中存在的经济问题。现实中所谓的"虚拟经济"并不是虚拟资本正常的独立运动。"虚拟经济"和"脱实向虚"的实质是,参与社会再生产的企业(首先是制造业),从而货币资本,脱离再生产过程和社会消费,在流通领域从事投机活动和内部循环,借助金融资本的强力支持和推动,使金融媒介或某些实物资产的价格不断攀升,制造价格泡沫,实现直接以钱生钱,牟取暴利。"脱实向虚"现象的普遍出现主要有两个因素:一是严重的和持续的经济危机,使经营实业的企业陷入困境;二是政府为应对经济危机和拉动经济增长而实施了过分扩张性的货币政策,为投机活动提供了条件。其经济根源是不科学的发展方式和存在弊端的过渡体制。从根本上扭转"脱实向虚",必须放弃以速度为核心的发展理念,必须纠正"市场化改革"中的偏差和失误,必须放弃单纯为了保速度而实施的扩张性的货币政策,必须对金融资本和投机活动实行严格的监管。

It＇ s an urgent task to ＂resolutely prevent taking off real to virtual＂ according with the basis of the theoretical knowledge of science in China. The concept of ＂virtual economy＂ and ＂off real to virtual＂ is not only unscientific, but does not accurately reflect the economic problems that exist in reality. The so-called ＂virtual economy＂ is not a normal independent movement of the virtual capital. The essence of ＂virtual economy＂ and ＂take off real to virtual＂ is detached from reproduction process and the social consumption. With the strong support of financial capital, the prices of financial media or some real assets has been raised. There are two main factors induced the phenomenon of ＂take off real to virtual＂. One factor is the serious economic crisis, which lead the enterprise step into the trouble. The other factor is the excessive expansionary monetary policy, which bring the speculation. In order to reverse ＂take off real to virtual＂, we should abandon the core idea of development speed, correct the deviation and mistakes in ＂market reform＂, give up the expansionary monetary policy for the sake of keeping the development speed, impose strict supervision on financial capital and speculation.
