供给侧结构性改革视角下生物农药消费研究——基于山东省426份农户的调查数据

Consumption of Biopesticide from the Perspective of Structural Reform of Agricultural Supply Side——Based on the Survey Data of 426 Farmers in Shandong Province

当前农业生产活动中化学农药的过度使用,严重阻碍了我国农业供给侧结构性改革的推进,作为替代品的生物农药的推广和利用逐渐受到重视。本文以山东省蔬菜出口产地为例,实证分析了农户对生物农药的支付意愿和消费行为。结果表明,农户消费生物农药的支付意愿低于生物农药零售价格的平均值,达到1.35元/亩;农户使用农药的安全意识在提高其对生物农药的支付意愿的同时,也促使其以更高的价格消费生物农药。此外,农户的学历、家庭劳动力人数、家庭年收入、种植年限和接受产业化组织认证对农户消费生物农药的行为具有显著影响。根据上述结论,本文提出政府应加大生物农药宣传和财政支持力度,农药生产企业应重视科技研发投入等政策建议。

The excessive use of chemical pesticides in agricultural production activities has hindered the advancement of structural reforms in China＇s agricultural supply side. As a substitution, the biopesticide has been accepted gradually. Based on the vegetable export of Shangdong Province, this paper empirical analyzes the farmers on the biological pesticide willingness to pay and consumer behavior. The results show that the willingness to pay for biopestieide consumption is about 1.35 RMB/mu lower than the average value of retail price. The safety awareness of farmers has improved the willingness to pay for biopestieide consumption, and also prompted the biopesticide consumption at a higher price. In addition, the education degree, the family laborers number, the family annual income, the years of planting and the acceptance of industrialized organizations have a significant impact on the behavior of farmers in the biopesticide consumption. According to these conclusions, this paper suggests that the government should increase the propaganda and finaneial support of biological pesticides. Also, pesticide production enterprises should pay more attention to scientific research.
