摘要
融合教育是我国残疾人高等教育的明确方向。文章秉持残疾人享有接受高等融合教育的平等权利、融合教育应是有质量的教育、支持服务是残疾人高等融合教育质量的基本保证、残疾人组织应自觉履行协助、促进与支持残疾人教育的义务等理念,从资源建设、学业支持、就业支持三个方面探索残疾人高等融合教育支持服务的发展进程。针对该领域存在的理念滞后、制度匮乏、服务质量不高、覆盖范围狭窄等问题,提出转变理念,更多关注残疾人的优势潜能;完善政策,建立高等融合教育支持服务体系;整合资源,提供更高质量的支持服务等建议。
Inclusive education is the explicit direction of the higher education for the people with disabilities in our country. This paper presents the exploratory process of Shanghai Disabled Person' s Federation {SDPF) in facilitating the supporting services in higher education of the people with disabilities. SDPF strongly insists that people with disabilities enjoy equal rights in receiving the higher inclusive education, inclusive education should be of the quality education, supporling services are fundamental to secure the quality of higher inclusive education for people with disabilities, and the institutions and organizations of the people with disabilities should fulfil their obligations in assisting, facilitating and supporting the education of the people with disabilities. It is from these concepts that SDPF implements supporting services in the higher inclusive education of the people with disabilities t^om resources build-up, academic supporting and employment supporting. The author holds that backward ideas, lacking of regulations, poor services and narrow coverage are problems still remaining in this field and therefore puts forward the following suggestions: (a) to transform the long-held concept to pay more aflention to the potentials of the people with disabilities; (b) to formulate related policies to build up supporting service system in higher inclusive education; and (c) to integrate resources to provide better supporting services.
