铁路旅客列车治安视频监控系统建设探析

视频监控系统在公安机关的日常管理、打击防范、侦查破案等工作中发挥了重要作用,建设一套符合旅客列车特点的治安视频监控系统,提升对旅客列车治安的防控能力,是当前铁路公安信息化建设的一项重要工作。旅客列车视频监控系统是对旅客列车特定区域进行监视、跟踪和信息记录、回放的视频信息系统,是实现铁路警务效能"警力无增长改善"的重要途径,是强化旅客列车治安管理、提升管理水平的重要手段,是加强旅客列车反恐防暴能力的重要举措。在铁路公安机关主导下,通过积极的立法活动,对监控探头进行科学规划,严格管理、合法规范使用监控视频信息,充分发挥视频监控系统在旅客列车治安管控中的作用。

Video surveillance system plays an important role in police＇s routine management, crime prevention and case investigation and solving. To develop a set of such system which fits to the need of the public security on passenger trains will promote the crime prevention on these trains. It is an important work in the informationization construction of railway police. The video surveillance system is a video information system which can surveil, track, record and replay the information, so it is a key path to realize ＂improving effectiveness without adding police＂, and enhance the public order management and anti-terrorism capability on passenger trains. The system should be brought into full play with legislation, scientific plan and strict management, as well as legal and normal use of video information.
