摘要
当前我国行政改革的重点任务就是尽快完成政府职能改革中的编制改革环节,通过减编控编,以达到"简政放权、放管结合、优化服务"改革的初步目标。改革过程中问题在于:不少基层部门出现了"缩减编制——工作骤增——放管不协调"的劣循环。其主要原因是编制与行政工作(公共服务供给)的动态调整出现逻辑传导错误。本文以新公共服务理论以及帕金森定律为基础,分析基层政府职能转型中的"表层"不协调矛盾,探索基层编制改革动态匹配新模式,为系统解决政府职能转型中的编制改革问题提供参考与借鉴。
The major task for the administrative reform of China at present is to finish the reform of authorized size in the transformation of governmental functions, and to achieve the initial reform goal of "streamline administration, delegate power and strengthen supervision as well as optimize services" through the reduction and control of authorized size. The problems that exist in the reform process are:some grass-root departments form a vicious circle of "reduction of authorized size--workload increase--inharmonious power delegation and supervision" In terms of the original reason, it is the error of logic transmission of dynamic adjustment of authorized size and administration ( the supply of public service ). With the new theory of public service and Parkinson's Law, the paper analyzes the contradiction on the "surface" of the grass-root governments in functional transformation and explores a new mode of dynamic matching for the reform of authorized size in the grass-root governments, so as to provide effective approaches for solving this problem.
