摘要 本文首先对中国检验检测服务业市场化的背景和特征进行了系统梳理,研究发现,中国政府检验检测机构改革不仅意味着机构自身运作模式的转变,还意味着机构与行政部门之间关系的重新定位以及政府与市场边界的重新界定。通过对典型检验检测机构改革案例的分析,分别探讨了目前制度环境下经营类以及公益类政府检验检测机构改革的可能路径。 This paper first systematically studied the background and the characteristics of China's inspection and testing service and finds that the recent reform represents not only a transition of the inspection institution on an institutional level, but also a change of the relationship between the institutions and governments, as well as a chance to redefine governments' relationship with the market. Then, the paper chooses several typical reforms as case studies and respectively discusses the possible paths under the current political and institutional environment, from which profitable and non-profit government inspection institutions can choose to carry on the reform.
