A Fresh Look at the Culture of the Disabled

残疾人文化是社会主义文化的重要组成部分。文章从广义和狭义的角度界定残疾人文化概念。广义的残疾人文化是指残疾人在长期的不同质的文化融合过程中所创造的社会物质财富和精神财富的总和,它包括物质性文化、制度性文化、观念性文化以及文化工作和文化活动。狭义的残疾人文化是指残疾人在长期的不同质的文化融合过程中所创造的观念性文化以及文化工作和文化活动的总称。同时,充分认识残疾人文化的特点,即社会性、历史性、差异性、融合性和残疾人文化的功能,即导向功能、教育功能、社会化功能、整合功能、控制功能,以便更好地保障残疾人文化权利,并为凝聚包括残疾人在内的广大人民群众的精神力量,进一步加强社会主义核心价值体系建设,加快推进残疾人全面小康进程作出努力。

The culture of the disabled is an important component of Socialist Culture. This article presents a definition on the concept of the culture of the disabled from both a broad and a narrow sense. The broad-sense definition of the culture of disabled refers to the total sum of material treasures and spiritual treasures produced in the longtime course of cultural fusion of heterogeneous cultures, which includes material cultures, institutional cultures, conceptual cultures, cultural work and cultural activities. The narrowsense definition of the culture of disabled refers to the total sum of the conceptual culture and cultural work/ activities. At the same time, fully understand the characteristics of the disabled culture, namely social, historic, and the difference, fusion and disabled culture function which includes oriented function, the education function, social function, integration function, control function, to better protect the cultural rights of persons with disabilities and cohesion, including the spirit of people with disabilities and the broad masses,further strengthen the construction of the socialist core value system, accelerate the disabled the process of all-round well-off society to make efforts.
