乡镇成人学校开展企业职工培训的赋权增能研究 被引量:4

摘要 以赋权增能的视角审视当前乡镇成人学校的发展,不难发现,政策制度赋权模糊导致其地位边缘化,体制赋权混乱导致其管理体制老化,支持环境赋权薄弱导致其办学空间窄化,内在、外在增能匮乏导致其教师队伍萎缩、教育服务能力弱化。基于此,在政策赋权方面加强对乡镇成人学校的政策支持,促进其转型;在体制赋权方面创新乡镇成人学校管理体制,提升办学活力与动力;在环境赋权方面促进农村地区教育资源的整合,优化乡镇成人学校资源配置;在内外增能方面完善教师发展制度,保障教师发展权利进而提升专业化水平,保障教育服务品质。 In the view of empowerment, the fuzziness of the policy system has marginalized the status of the rural adult school. The institutionalism of the system leads to the aging of the management system. A lack of supporting environmental empowerment leads to the narrowing of schools in adult schools. The lack of internal and external energy has led to the decline of teachers in adult schools and the weakening of education services. On the basis of this, we should strengthen the policy support of the rural adult schools and promote the transformation of the rural adult school. In the area of institutional empowerment, we will innovate the management system of adult schools in rural areas and improve the vitality and power of running schools. In the context of environmental empowerment, the integration of education resources in rural areas is promoted, and the allocation of educational resources in townships and towns is optimized. In addition, we will improve the system of teachers' development, improve the professional level of teachers' development, and ensure the quality of the education service.
