美国高等教育评价体系中的“第三方力量”——基于ABET的个案分析

The Third Party in American Higher Education Evaluation System——A Case Study Based on ABET

受工程教育质量危机、高等教育的自治与分权及专业主义传统的影响,美国成立了工程与技术认证委员会(ABET)。作为独立于政府和市场体系外的第三方组织,ABET具有非政府性、非营利性、专业性与志愿性等特征。通过专业认证、政策倡导与信息传递等第三方教育评价形式,ABET推动了美国高等教育品质的持续改善。ABET的经验对于中国推进高等教育管办评分离与建构第三方教育评价制度具有一定的参考价值。

Affected by the quality crisis of engineering education, decentralization of education and traditional professionalism, the United States established the Accreditation Board for engineering and Technology（ABET）.As a third party organization independent of the government and the market system, ABET has the characteristics of non-government, non-profit, professional and voluntary. Through the professional certification, policy advocacy and information transfer,ABET has promoted the continuous improvement of the higher education quality. The experi- ence of ABET has certain reference value for the promotion of the separation of management, operation and evaluation of higher education as well as the construction of the third party education evaluation system.
