论公立高职院校规章制度体系的构建

On the Construction of Rules and Regulations System in Public Higher Vocational Colleges

建立健全规章制度体系是公立高职院校践行依法治校的前提和基础,是高校办学自主权的重要内容。当前公立高职院校的规章制度建设取得一定成绩,但仍存在一些问题,如大学章程缺失、制度程序和内容缺乏合法性、内容间的相互冲突及执行不到位等。高职院校规章制度建设工作的重心在于规章制度的合法合理制定和有效执行两个方面。

Establishing and improving the rules and regulations system is the prerequisite and foundation for public Higher Vocational Colleges to practice the management of schools according to law. And it is also an important content of university autonomy. At present, some achievements have been made in the construction of rules and regulations in public Higher Vocational Colleges, but there are still some problems： lack of university statute; system, procedure and content lack legitimacy; conflicts between content; the execution is not in place, etc. The focus of the construction of rules and regulations in Higher Vocational colleges lies in the legal and rational formulation and effective implementation of the rules and regulations.
