关于完善环保垂直管理体制的几点思考

基于我国具体国情提出的环保垂直管理体制虽然对环保工作能够起到一定的促进作用,但是仍然不能从根本上摆脱地方政府的不当干预;同时在相对独立的环境下,难免会失去地方政府相关部门的支持与配合,从而无法达到垂直管理的预期目标。为克服以上弊端,建议在当前的垂直管理体制基础上,进一步实行中央以下垂直管理,在彻底避免地方政府干预的同时,建立长效合作机制,加强与地方政府之间的协作,从而促进环保工作高效开展。

Combined with the specific national conditions of our country, pointed out that although the environmental protection vertical management system can play a role in promoting environmental protection, there is still no way to get rid of local government meddling fundamentally. At the same time, they will inevitably lose the support and cooperation of local government departments in a relatively independent environment, the desired goal of vertical management will not be a- chieved consequently. To overcome these disadvantages, further implement the following vertical management under the cen- tral government based on the current vertical tube system are suggested, and to remove the power of people, wealth and things from local government departments. In addition, a long-term cooperation mechanism should be established and col- laboration with local governments would be strengthened as soon as local government intervention was altogether avoided. This will promote the efficient operation of environmental protection.
