我国乡村规划用地分类标准研究与展望——来自《村庄规划用地分类指南》的实践反馈与思考

Research And Prospect On Land Classification Standard In China's Rural Planning: A Thought About “Village Planning Land Categorization Guideline”

村庄规划用地标准在城乡统筹、保障民生、集约节约利用土地资源及农村土地政策改革等背景下应运而生,是乡村规划建设发展的重要基础。《村庄规划用地分类指南》的先行先试为乡村规划用地标准提供了良好的编制基础和经验建议,从实践反馈看,乡村规划用地标准必须应对乡村发展及市场环境的需要,进一步加强国家标准与地方性法规、导则协同构建,加强对非建设用地、混合用地的研究与管控,加强对"人地关系对应"的研究,引入政策要素增加乡村规划用地分类标准适用性,推动规划管理体制和机制创新。

The rural land use standard was appeared with the urban and rural overall development, people＇s livelihood guarantee, land resource save, and rural land policy reform. It is the important basic of rural development. ＂Village Planning Land Categorization Guideline＂ offers the well basic and suggestion to rural land use standard, and the practice show that the standard must adapt to the rural development and market situation, need to advance the construction of national standard and local rules or guidance, advance the research and control for non-constructive land and mixed land, advance the research on the relation between people and land, bring the well policy elements to land use standard, advance the creation of planning management and mechanism.
