Development and Innovation of Cultural Industry Cluster in Huaihe River Basin under the Context of Supply-side Reform

以文化产业集群创新发展为研究视角,对淮河流域文化产业集群形成动力机制进行分析,认为地域文化资源禀赋、地方政府对原有产业集群的文化提升、与地产商合作或招商引资建设文化园区是淮河流域文化产业集群形成动力机制。地方政府应以政策升级传统产业,引智助智带动创意产业,发挥文化产业集群市场效应,实现有效供给;做好文化产业集群,争创特色小镇是淮河流域文化产业集群创新发展的重要举措。

It was analyzed for dynamic mechanism in this paper of the cultural industry cluster formation in Huaihe River Basin based on innovation-driven development. It argued that the dynamic mechanism of the cultural industry cluster formation in Huaihe River Basin mainly includes the local cultural resources, the governmental cultural promotion of original industrial clusters and the cooperation will be real estate developers or the construction of cultural parks. The formation of market power by which the cultural in- dustry cluster based on plays an important role in the Supply-side reform. Therefore, local government should do as follows upgrading the traditional industries with policies, seeking intelligence to promote cre- ative industries, providing effective supply by means of cultural industry cluster market effect, doing well the job of cultural industry cluster while striving for the characteristics of small towns and etc.
