河长制在流域生态治理中的实践探索与经验总结

Practice and Experience in the River Leader System in the Watershed Ecological Management

河长制被认为是对水环境行政治理模式的创新,2007年在我国江苏省无锡市首创,随后在江苏全省和全国数个省市推广实施,并在流域水生态环境治理方面取得了比较好的效果。从2016年开始,我国全面推广实施河长制。本文简要回顾流域治理的国际实践探索模式与政策管理经验,系统梳理河长制在我国流域生态治理中的实践探索模式和政策管理等方面的研究成果以及存在的主要问题;在此基础上,结合当前我国全面推进河长制以及江西打造河长制升级版的重大实践需求,提出河长制在我国流域生态治理中的实践探索和经验总结研究的目标任务、研究方法、研究思路以及主要研究内容,明确了河长制在江西省流域生态治理理论创新和实践经验推广方面的方向和路径。

The River Leader System, an innovative mode of water environment governance, was first adopted by Wuxi, Jiangsu Province in 2007, and has since then been facilitated all over Jiangsu Province and in several other provinces. It is effective in watershed ecological management. Since 2016 China has been implementing the River Leader System nationwide. This paper not only briefly reviews the international practice and policy-implementation experience of the watershed management, but also systematically combs the modes of China's watershed ecological management as well as the research findings and the main problems of the River Leader System. In consideration of the present comprehensively propelled River Leader System and the great practical need of upgrading the system in Jiangxi Province, this paper proposes the targets, methods, ideas and contents of the research on the practice and experience of the River Leader System in China, sets the direction and approaches of theoretically innovating and practically facilitating the River Leader System in watershed ecological management in Jiangxi Province.
