准经营性PPP项目治理水平评价指标体系研究

Research on Evaluation Index System of Quasi Operating PPP Project Governance Level

随着我国城市化进程的加快,越来越多的城市基础设施项目采用了公私合作模式(Public-Private Partnership,简称PPP)进行建设,其中很多属于准经营性项目。实践操作中反映出一些准经营性PPP项目公私合作效率不高,项目治理水平高低是其原因之一。本文运用文献查阅初步识别出指标体系,并采用问卷调查法和因子分析法优化指标,构建了最终的准经营性基础设施PPP项目治理水平指标体系。

With the rapid urbanization, more and more urban infrastructure projects adopt PPP mode, many of them belong to quasiinfrastructures. Some of the quasi-infrastructures in PPP projects reflect the low efficiency of public-private partnerships, which reason is the level of project governance. By the methods of literature review, expert interview, this paper identifies the governance evaluation index of the quasi-operational infrastructure in PPP. Then it uses the questionnaire survey and factor analysis method for index optimization, finally determining the evaluation index system of the quasi-operational infrastructure in PPP.
