基于利益相关者理论的公共工程核心价值体系研究

Research on the Core Value System of Public Works Based on Stakeholder Theory

随着我国城镇化进程的不断深入,公共工程的建设也飞速发展,公共工程具有非竞争性和非排他性,其决策的核心是价值思维。基于价值哲学和利益相关者理论,文章首先界定了公共工程的核心利益相关者,运用VBS方法系统分析了核心利益相关者的价值需求,构建了公共工程核心价值体系,以期对我国公共工程的投资决策理论和实证研究提供参考。

With the deepening of urbanization in China, the construction of public works is developing rapidly. Public works are noncompetitive and non-exclusive. The core of its decision is value thinking. Based on the theory of value philosophy and stakeholder theory, the article first defines the core stakeholders of public works, uses the VBS method to systematically analyze the value needs of the core stakeholders, and constructs the core value system of public works, so as to provide reference for theoretical and empirical research on investment decision of public works in China.
