QUE$TOR is a software for investment evaluation of oil and gas field, which could describe engineering plan precisely, have high accuracy and continually updated cost data. The simulation process of QUE $TOR is summarized, including project definition, field description, production profile determination, engineering plan selection, CAPEX and OPEX calculation, investment planning. The accuracy of QUE $TOR is demonstrated through comparison with actual investment in the example. QUE $TOR could be applied in concept design,feasibility study and oversea projects with few information.
