Pilot Reform Programs for Approving and Implementing Investment Projects in Zhuhai

从2016年3月开始,珠海开展投资项目审批落地试点改革,对具备条件的报建手续推行“先建后验”,建立以“部分审批事项前置代办＋企业依法承诺＋备案”为核心的并联审批模式,加快项目落地建设.经过一年多的努力,改革成效初显.通过流程优化再造后,试点区域施工许可流程办事手续大幅度减少,报建运作周期大幅度缩短,降成本成效显著,营商环境更具吸引力.经验包括以系统效率指引构建、精简、优化业务办理流程,打造“一站式集中审批平台”等.建议下一步应制定投资负面清单、加快搭建诚信规管体系建设、制定严格验收和管理的配套措施等.

In March, 2016, Zhuhai started pilot reform programs for approving and implementing investment projects; projects can be implemented before being checked as long as they meet required conditions; a system of paralleled approving has been put in place to accelerate implementation of projects. The core of the system is that approval of some applications can be obtained through an agent before implementation, enterprises in question make promises lawfully and later they report their projects to the authority. Some progress has been made after hard work in more than one year. With a streamlined system procedures are greatly simplified to attain approval for construction in the pilot area, the span of construction cycle is much shorter, costs are notably reduced, and a more favorable environment for business is created. The success lies in building, streamlining, and optimizing procedures in pursuit of system efficiency and creating a one-stop platform for approval of combined procedures. Proposals for future work include making an investment negative list, accelerating the development of a credit management system, and making corresponding rules for strict check and management of investment projects.
