对全国土地利用总体规划方案调整的思考

Reflections on the "National Land Use Planning Outline(2006-2020) Adjustment Plan"

2016年6月出台的《全国土地利用总体规划纲要(2006—2020)调整方案》有利于发挥各地比较优势,提高土地资源宏观配置效率,缓解发达地区建设用地紧张,加速工业化、城市化进程。但调整方案也可能加剧区域发展机会不均等,扩大区域经济差距,降低土地微观利用效率,逆转发达地区土地集约化利用趋势,降低国家粮食安全保障能力。只有进一步增加中央政府对粮食主产区的财政转移支付,调整粮食补贴政策,创新区域利益补偿机制,提高土地资源利用效率,改善农业生产条件,鼓励新型农业经营主体发展,提高农村内生发展能力,全国土地利用总体规划调整方案才能在确保国家粮食安全基础上兼顾效率与公平。

＂National Land Use Planning Outline （2006-2020） Adjustment Schemen is important to play around with comparative advantage,improve land resources macro allocation efficiency,alleviate developed area construction tension,and accelerate the local industrialization and urbanization. But adjustment programs may also exacerbate regional development opportunity inequality, expand the regional economic disparities,reduce the micro land use efficiency,reverse the trend of land intensive use of the developed areas, and reduce the countrs food security. We should further increase the central government in major grain producing areas of fiscal trans-fer payment,adjust the grain subsidy policy,innovate the regional benefit compensation mechanism,improve the efficiency of utiliza-tion of land resources,improve agricultural production conditions,encourage the development of new business entities agriculture,and improve the rural endogenous development capacity,thus the national food security is ensured and the n National Land Use Planning Outline Adjustment Scheme” can give consideration to both efficiency and fairness.
