我国各省份基本公共教育服务水平评价研究

Research on the Evaluation of Basic Public Education Service Level in China's Provinces

基本公共教育服务是国家基本公共服务体系的重要内容,对促进社会的和谐发展意义重大。本文建立了以教育投入、教育均衡、教育成效为一级指标的评价指标体系,利用相关数据对我国31个省级行政区2013年义务教育水平进行了综合评价并对其与经济发展水平的关系进行了探讨。结果表明教育投入水平和教育成效水平与经济发展水平有较强的正相关性,教育均衡程度与经济发展水平没有明显的相关性。在教育均衡方面,城乡生均教育资源数量上的差异已经不大,下一步应着重提升农村教育资源的质量。最后给出了提升义务教育水平的若干建议。

Basic public education services is an important part of the national basic public service system,and it is very important for promoting social harmony development.This paper establishes the evaluation index system of education input,education balance and education effectiveness as one class indicator.Based on the relevant data,the comprehensive evaluation of the basic public education service status of 31 provincial administrative regions in China in 2013 was carried out,and the relationship between the basic public education service and economic development level is discussed.The results show that the level of the education input and education effectiveness have a strong positive correlation with the level of economic development,and the correlation between the level of education balance and the level of economic development is not significant.In education balance,the difference in the number of education resources in urban and rural areas has been little,the next step should focus on improving the quality of rural education resources.Finally,this paper gives some suggestions on improving the level of educational services.
