以双向转诊中的"下转难"现象为研究视角,分析"下转难"现象的危害和下转障碍因素,进而从卫生政策设计、医保付费与财政补偿机制改革、下转诊标准与转诊信息平台建立、患者就医心理与习惯引导等方面提出了具体建议。

Under the view of two-way referral, this paper analyzed the harm of difficulty to down-referral and influence factors, and proposed some countermeasures related to the policy making, the medicate payments and financial compensation mechanism reform, referral information platform standard construction, hospitalized psychological and habits of patient.
