太原都市区治理实证研究——基于弓弦箭模型视角

An Empirical Study of Taiyuan Metropolitan Governance Based on “Bow-String-Arrow” Model

随着全球化的发展,城市之间的竞争已经转化为都市区之间的竞争。太原都市区作为山西省"一核一圈三群"城镇体系核心区域,对全省经济、社会、文化的发展具有创新驱动、产业转型升级的核心引领作用。太原都市区要提升区域竞争力,带动山西省经济发展,必须立足自身条件,克服公共资源配置不均衡、产业结构优化不足以及区域协调机制不健全等问题,从硬竞争力和软竞争力两方面着手,通过统一规划、构建立体交通网络、优化产业布局、构建区域生态支撑体系、建立健全区域协调机构、构建数字平台、均衡配置公共资源以及大力打造晋商文化品牌,实现区域一体化协同发展。

With the development of globalization, competition between cities has transformed into competition between metropolitan areas. Taiyuan metropolitan, as the core area of ＂one core one circle three groups＂ urban system in Shanxi Province, which act as innova- tion - driven, industrial transformation and upgrading of the core leading role, has the responsibility to improve the economic, social and cultural development of Shanxi Province. If Taiyuan metropolitan needs to enhance the regional competitiveness and promote the economic development of Shanxi Province, it must base on its own conditions, overcome the problems such as unbalanced allocation of public resources, lack of industrial structure optimization and unsound regional coordination mechanism and so on, from both hard and soft competitiveness to make a unified planning, build a three -dimensional transport network, optimize the industrial layout, build a regional ecological support system, establish and improve the regional coordination agencies, and construct a digital platform, a bal- anced allocation of public resources and Shanxi cultural brand, so as to achieve regional integration and coordinated development.
