The Sino-US-Latam Trilateral Relationship of Dynamic Balance and Competition

中国、美国与拉美是环太平洋重要的三角关系。从中美拉三边互动的历史进程来看,中国在拉美地区影响力的提高尚不具备挑战美国在拉政治利益的实力。在不涉及国家主权安全的前提下,中美拉具有实现三角关系动态平衡的重要根基,究其原因是中美在国际事务治理中,更多的是合作共赢,而不是对抗得利。然而,拉美国家对外关系多元化的趋向日益明显,尤其是中国对拉美合作层次、合作质量的显著上升,使得美国对中国存在更多的芥蒂。构建中美拉三边动态平衡关系,应当在尊重各方国家利益的基础上,通过建立中国、美国与拉美三边对话与合作机制,妥善处理中美拉在政治、经济和文化交流领域潜在的威胁因素。

China, the United States, and Latin America represent an important triangular relationship in the Pacific Rim. From the perspective of their historical trilateral interactions, China＇s increasing influence in Latin America does not constitute a real challenge to American political interests in Latin America. As long as national sovereign security is not involved, China, the United States, and Latin America have an important foundation for constructing a triangular relationship of dynamic balance, because China and the United States tend to cooperate for mutual benefit rather than confront each other in the governance of international affairs. However, the increasingly pluralistic foreign relationships of Latin American countries, along with the significant improvement of Sino-Latam cooperation both in scope and quality, has raised the suspicion of the United States. The construction of a Sino- US-Latam trilateral relationship of dynamic balance should be based on the respect of each party＇s national interest, and potential threats in the political, economic and cultural exchange areas should be properly handled through the establishment of a trilateral mechanism fbr dialogue and cooperation between China, the United States, and Latin America.
