肃南县农业保险在病死畜理赔中存在的问题及对策

Problems and Measures on Agricultural Insurance Claims of Ill and Dead Livestock in Sunan County

政策性农业保险是党中央、国务院出台的一项涉农惠农政策,旨在通过政策性保险的形式,减轻农牧民灾害损失,培强农牧民灾后自救能力。但农牧业保险中病死畜理赔方面存在"落实赔付难度大、理赔手续繁琐"等问题,直接影响农牧民参保积极性。本文通过对甘肃省张掖市肃南县推行农业保险后病死畜理赔及无害化处理情况进行了调研。

Policy-oriented agricultural insurance is an agricultural policy promulgated by The Central Committee of the CPC and the State Council to reduce the farmer disaster losses and improve farmer self-help ability through policy-related insurance form. But there are some problems in agricultural insurance claims of ill and die livestock, such as ＂Difficult to carry out the compensation and the claim cumbersome procedures＂. These problems directly affect the enthusiasm of farmers to participate in agricultural insurance. This article investigated the ill and die livestock of claims and the innocent treatment research after the implementation in agricultural insurance in Sunan county, Zhangye city, Gansu province.
