摘要
2015年8月国务院出台《关于开展农村承包土地的经营权和农民住房财产权抵押贷款试点的指导意见》,同一年底,试点工作开启,全国232个地区被确立为农村承包土地经营权抵押贷款试点、59个地区被确立为农民住房财产权抵押贷款试点。在国家引导和地方政府推动的大环境下,"两权"抵押贷款高速发展,已经成为农村金融创新的突破口,但在实践中也遇到了一些实践困难和法律障碍。
