树立“城市思维”,践行“城市模式”——尊重城市发展规律的认识论和方法论

Urban Mind and Urban Mode:The Epistemology and Methodology that Respect the Rule of Urban Development

城市既是人类活动的中心,又是经济、文化、科技、资本等各类要素集聚的载体。2011年,我国城镇化率突破50%,标志着我国进入了城市时代。然而,多年来我国的城市工作主要以"经济思维"为导向,忽略了城市的本源特征和发展规律,导致城市发展中存在种种问题。本文认为,进入城市时代的城市,首先要转变城市发展观念,树立"城市思维","城市思维"就是尊重城市发展规律的认识论,包含系统思维、战略思维、辩证思维、空间思维、法治思维五个要点;其次,要践行"城市模式","城市模式"就是尊重城市发展规律的方法论,要从"以物为本型"走向"以人为本型",转变城市发展理念,从"数量扩张型"走向"质量提升型",提升城市发展质量,从"资源依赖型"走向"创新驱动型",坚持推动创新型发展,从"各自为政型"走向"相互协作型",强化区域统筹引导,从"粗放式管理型"走向"精细化管理型",创新城市管理体制。未来,城市工作应充分认识和自觉顺应城市发展规律,用"城市思维"和"城市模式"规划建设城市,解决城市问题,增创城市发展新优势。

City is the center of human activities as well as the carrier of economy, culture, science and technology and capitals. China＇s urbanization reached 50% in 2011, signifying the coming of urban era. For many years, however, urban construction in China is economy oriented and neglecting the city＇s fundamental features and development rules, resulting in numerous urban diseases. In this new urban era, we should have urban mind and urban mode. Urban mind means systematic mind, strategic mind, dialectical mind, spatial mind and rule of law. Urban mode means turning from material oriented to people oriented, from quantity to quality, from resource-dependent to innovation-driven, from doing on one＇s own to coordination, and from extensive to delicacy management. We should follow the rule of urban development in the future to plan and build our city, to solve urban problems and to create new advantages.
