环境公共治理模式的演变机理及其对中国的启示

公共治理模式的转变促使环境治理模式由原有模式向环境公共治理模式转变。环境公共治理模式是一种以多中心自主治理为核心,形成政策制定和执行其主体多元化的框架,围绕政府、市场、社会与公民等主体间建立协同互动、持续整合的合作治理网络,最终塑造环境责任共同分担的综合机制。它的基本框架由传统模式的单中心、单向、封闭、静态和简单型向多中心、多向、开放、动态和网络型转变,在各个方面都发生着深刻变化并继续演变发展。中国环境治理困局的打破,迫切需要加快推进原有治理模式向环境公共治理模式转变。

The change of public governance tootle is changing the ,node of environmental governance to the mode of environmental public goveruance. The model is based on the independent polyeentric governance and the model will establish the framework that can accommodate the multi -agent policy formulation and implementation.At the same time, the model will build the collaborative governance network that can carry out collaborative interaction and continuous integration between the main bodies such as government, market, society and citizen.The mode is a kind of the comprehensive mechanism of sharing environmental responsibility. The framework of the model will transform from the traditional pattern of single center, one-way, closed, static and simple type to the new pattern of multieenter , multi-direction, open, dynamic and network type and great changes are happening in all aspects and will continue to evolve. Breaking the predicament of environmental governance in China needs to accelerate the tranformation of the former governance model to the environmental public governance model.
