Construction of Open,Coordinated and Sustainable Culture of S&T Security

随着科技安全在国家安全中的重要性日益凸显,科技安全文化被赋予了越来越多的组织使命。本文首先对科技安全文化的定义和内涵做了阐释,从理念、制度和器物三个层面,分析了当前我国科技安全文化面临的主要问题和挑战;其次,从科技安全的内涵出发,延伸解构出了开放、协调和可持续的科技安全观作为科技安全文化的核心;最后对建构我国科技安全文化的途径给出了建议。

With the growing importance of science and technology security in the national security, the science and technology security culture has been endowed with more and more organizational mission. Firstly, this paper explains the definition and connotation of science and technology securi ty culture, analyzes the main problems and challenges to science and technology security culture from its ideas, system and implementation, and then extends the open, coordinated and sustainable as the core of science and technology security culture from the connotation of science and technology security, and finally gives advices to construct China＇s science and technology security culture.
