论我国农业用地土壤污染防治的法制建构与政策完善

我国工业现代化的快速发展,不断推动农业传统发展方式向现代农业过渡。工业发展过程中出现的"三废"直接或间接地造成农业用地土壤污染,工业危害又通过农业生产转加于农业用地,造成农业用地土壤污染。面对我国农业用地土壤污染的严峻形势,建立健全防治农业用地土壤污染的法律制度以及完善当前防治政策已经迫在眉睫。所以,必须加强我国农业用地土壤污染防治的法制建构和政策完善,保障农业用地土壤安全,以期实现农业用地土壤污染系统综合治理和全面风险管控。

The rapid development of China＇ s industrial modernization constantly promote the transition from traditional agriculture to modern agriculture. The ＂three wastes＂ directly or indirectly cause agriculfural land pollution. Facing the severe situation of agricultural land pollution in our eountry, it is urgent to establish and perfect the legal system of soil pollution prevention and control of agricultural land and to improve the current control policy. Therefore, we must strengthen the construction of the legal system and the improvement of policy for the prevention and control of agricultural land in China to ensure the safety of agriculture land.
