区域基本公共服务一体化水平测度——以京津冀和长三角地区为例

Measurement of Regional Basic Public Service Integration Level

在基本公共服务一体化形成机制与构成要素理论探索基础上,构建基本公共服务一体化水平的测量指标体系,采用地方公共财政支出中教育、社保就业、医疗卫生以及公共文化等方面的数据构造基本公共服务一体化指数,并对京津冀和长三角地区基本公共服务一体化指数分别进行测算。结果发现,京津冀三地基本公共服务一体化指数总体处于较低水平,长三角地区则明显较高,且呈现明显上升趋势。

Based on the basic public service integration mechanism and the constituent elements theory, this paper constructs the measurement index system of basic public service integration level. Adopts the data structure of education, social security employment, medical hygiene and public culture in local public expenditure, constructs basic public service integration index, and measures region basic public service integration index of the Beijing-Tianjin-Hebei and Yangtze River Delta. The results show that the basic public service integration index of Beijing-Tianjin-Hebei is generally at a low level, and the Yangtze River Delta is obviously higher and shows a clear upward trend.
