国外治理型警务的经验与启示

治理型警务是一种由多元主体协同参与的警务模式。理论上,它可以被视为公安机关在应对社会转型引发的治理危机时所尝试采取的改革措施。在现实中,治理型警务在不同的国家表现为不同的模式。其中,较具有代表性的有澳大利亚的第三方警务、英国的社会化警务和日本的交番制警务。这些国家的实践经验告诉我们,我国的治理型警务实践要以转变警务理念、改进社区警务工作、深化社会化警务、引导民众参与协商为重点。

Governance policing is a kind of police model which is coordinated by multiple subjects. In theory, it can be regarded as the reform measures to be carried out by the public security organs in dealing with the crisis caused by the social transformation. In reality, the performance of policing in different countries is different. Among them, the third-party policing, the policing privatization in England and the community policing in Japan are more representative.The practical experience of these countries tells us that China＇s governance policing practice should focus on changing the concept of policing, improving community policing, deepening social policing and guiding people to participate in consultation.
