构建归属清晰、权能完整、流转顺畅、保护严格的中国特色社会主义农村集体产权制度,维护农村集体经济组织成员的合法权益,科学确认集体经济组织成员身份,是推进农村集体产权制度改革的基础。确认成员身份的目的是明晰农村集体经济组织统一经营的资产归属问题。应由农民民主确认集体经济组织成员身份,成立确认成员领导小组,组织群众民主协商确定确认成员的时点、标准和程序。成员家庭新增人口不能自然成为集体成员,应参照法律和经济常识两个标准,通过合法程序获得集体经济组织的财产后,按照集体经济组织章程规定获得成员身份。经济欠发达地区也要确认集体经济组织成员。

Leadership team should be established to organize the confirmed members to democratically consult the time point, standards and procedures. Additional population of the members＇ family cannot naturally become the collective members, according to standards of legal and economic sense; after passing the legal procedure obtained the property, in accordance with the provisions of the collective economic organizations developing regulations to obtain the member identity. The economic less-developed areas should also recognize the members of the collective economic organizations by this way.
