高校毕业生党员组织关系接转工作存在部分毕业生党员不重视、部分社会基层党组织不重视、党员档案的管理与组织关系接转存在矛盾、跨省的组织关系接转较为复杂、高校处于被动地位等问题。原因是高校指导不到位、毕业生党员党性观念不强、社会基层党组织党务工作者责任意识不强、流动党员问题突出、党员档案接转要求与社会实际不相适应等。重视高校毕业生党员组织关系接转、加强指导教育和督促、提高大学生党员发展和教育质量、加强流动党员管理、建立健全非公有制企业党组织等对策,以促进党的队伍建设。

There exit such problems in the transfer of college graduates＇ party membership as the insufficient recognition from some graduates and some primary party organizations, the contradiction in the archives management and membership acceptance and transfer, the complicated process for cross-provincial membership matters, the passive position of college, etc. The reasons can be identified as undue guidance for colleges, college graduates＇ weak communist conception, party workers＇ flimsy responsibility consciousness in grass-roots party organizations, the prominent problem in party members＇ mobility, the ill-adjustment between the requirements on file transfer and social reality, etc. The coping strategies should be as follows： to attaches great importance to the college graduates＇ party membership transfer, to strengthen guidance and supervision, to improve the development of undergraduate part members and education quality, to strengthen the management on mobile party members, to establish and perfect the party organization in non-public enterprises so as to promote the construction of the party.
