摘要
为改善高等教育质量、应对高等教育面临的国内外压力,英国于2015年11月和2016年5月陆续发布高等教育改革征求意见绿皮书《实现我们的潜能:教学卓越、社会流动和学生选择》和全面改革高等教育体系白皮书《知识经济的成功:教学卓越、社会流动和学生选择》,强调应将优质教学和学生学习作为英国高等教育改革发展的重点,并提出切实可行的教学评估策略——"教学卓越框架"。该框架旨在提高大学的教学质量,将教学提高到与科研同等重要的地位,以提高高等教育的质量,改善学生的就读体验。在当前高等教育领域普遍存在重科研、轻教学的现状下,"教学卓越框架"的提出对英国高等教育改革具有深远的意义。
In order to improve higher education quality and cope with pressure at home and from abroad, the Green Paper on higher education, entitled, Fulfilling Our Potential: Teaching Excellence, Social Mobility and Student Choice and the Higher Education White Paper, entitled, Success as a Knowledge Economy: Teaching Excellence, Social Mobility and Student Choice were issued by the Department for Business, Innovation, and Skills (BIS) of U.K in succession. The two policy documents emphasized that quality teaching and student learning is the key points to British higher education reform, and proposed to develop "Teaching Excellence Framework" (TEF) after carrying out the "Research Excellence Framework". The goals of TEF are to improve teaching quality in higher education institutions (HEIs) and to enhance the status of teaching in HEIs, so as to improve higher education quality and college students' learning experience and to recognize their input in higher education. Under the current situation of unbalanced relationship of teaching and research in HEIs, the proposal of TEF has a profound significance in transforming the status of teaching in higher education and rebalancing the relationship between teaching and research in HEIs.
