摘要
芬兰于2014年合并、裁撤国家层面现有的教育评价机构,建立了芬兰教育评价中心。该中心在整体的发展理念和指导思想上与改革前相比并没有发生质的改变,即坚持"信任"与"合作"两个基本信念,继续走其所谓的"第四条道路"。这一机构具有明显的"半官办、半社会"特征,是一种社会第三方参与教育评价的新模式,主要开展专题评价、系统评价、学业成就测评和高等教育机构质量体系审查等评价工作。
Finland founded the Finnish Education Evaluation Centre to replace the existing organizations for national education evaluation in 2014. The center has no essential difference with former ones in the development idea and guiding ideology, that is trust and cooperation, and sticking to the so called the fourth way. It has the "semi-official and semi-social" characteristics, which could be considered as a new mode for third-party participation in education evaluation. It mainly carries out thematic evaluation, system evaluation, student learning achievement assessment and higher education evaluation.
