India as a Net Security Provider: Conceptual and Practical Considerations and Constraints

随着国力持续增强,印度在定义其战略安全观时变得愈发自信,战略安全利益攸关的区域范围不断扩展,与美国等国家的海上安全合作逐渐加强。与之相伴,印度在战略安全观念上提出成为印度洋及以外区域的净安全提供者,这在其最新制定的海洋安全战略及海军行动的导向中有鲜明体现。本文力图阐释净安全提供者概念的界定、印度的战略意图及反应、印度作为净安全提供者的基础、行动体现及发展过程中的多种制约,并以此透视印度战略安全观的嬗变。

As its national power increases,India has become much more selfconfident in defining its views of strategic security,and has continued to expand the regional scope of what it identifies as its strategic security interests.This has included the gradual strengthening of its maritime security cooperation with the United States.Simultaneously,India has proposed that it become a net security provider in the Indian Ocean and beyond,with this concept clearly articulated in the newest version of its maritime security strategy and its naval operations directives.This paper attempts to define the concept of a net security provider,while reviewing India's intentions and responses with respect to security.India's premise for becoming and behaviors as a net security provider,as well as the constraints that it faces in taking on this role provide important insights into India's evolving views of strategic security.
