企业要在激烈的市场竞争中取得优势,保持其核心竞争力,就必须不断加强员工队伍建设。企业的重大决策、经营管理靠管理层人员完成;企业的安全管理、和谐稳定需要依靠员工来实现,而生产经营更要靠一线员工。因此,要始终把员工队伍建设作为企业改革发展的重点,把人才是第一资源的理念作为企业的发展战略。

If the enterprise wants to obtain the competitive advantage in the fierce market competition, maintaining its core competitiveness, they must constantly strengthen the staff construction. The important decisions and management of the enterprise are accomplished by management personnel; the safety management and harmonious stability of the enterprise depend on the employees, and the production and management depend more on the front-line staff. Therefore, it should always regard the staffconstruction as the key point of enterprise reform and development, and take the idea that ＂talent is the first resource＂ as the development strategy of the enterprise.
