比重法和恩格尔系数法作为计算最低工资标准的通用方法,存在较大缺陷,不能满足实践要求,需在马克思最低工资理论的指导下,进一步探究最低工资标准的科学测算方法。以S省C市为研究样本,用比重法、恩格尔系数法、ELES模型法三种测算方法定量分析后发现,ELES模型法更为科学。进一步的分析发现,政府在运用最低工资标准这一宏观调控工具时,应全面评估,综合考虑多种因素;坚持稳慎调整原则,实现最低工资与劳动就业的相互协调;注重最低工资标准与失业保险金、最低生活保障金的衔接和合理差距。

As generic methods of calculating the standard of minimum wage, the proportion method and the Engel coefficient method which have considerable defects, fail to satisfy practical requirements. Consequently, further exploration of scientific measurement of minimum wage standard should be conducted under the guidance of Marx＇s theory of minimum wage. Taking C city in S province as a research sample, the Expand Linear Expenditure System method turns out to be more scientific after quantitative analysis based on three kinds of measurement. While applying this macro regulatory tool of minimum wage standard, the government should take various factors into consideration and make comprehensive assessment, insist on the principle of prudent adjustment and coordinating minimum wage standard with employment, and lay emphasis on the connection and reasonable gap between minimum wage standard and unem＇ployment insurance and minimum living security payment.
