基层协商与精英自觉:基层治理之儒家经验的借鉴

Basic Consultation and Elite Consciousness:The Confucian Experience Reference in Grassroots Governance

儒家基层治理思想十分丰富而且影响深远。在新的历史条件下,可从基层协商、精英自觉两方面吸收儒家的治理精华。应充分认识文化的历史传承性,把儒家治理经验的运用放到重要位置;理论与实践同步推进,把儒家治理经验的运用作为长期任务;在理清优劣的基础上,把有利于促进基层社会治理的优秀传统因子发扬光大;在实践中不断总结升华,使儒家治理经验与我国当前基层治理的社会实践有机结合,推进国家治理体系和治理能力现代化。

The Confucian governance idea is rich and far-reaching, and its governance experience needs to be borrowed and application. Under the new historical condition, the creative application of grass-roots governance is achieved by absorbing traditional Confucian governance essence from the basic consultation and the elite consciousness. It is necessary to fully recognize the inheriting of cultural history and put the application of Confucian governance experience in important position. The theory and practice are synchronized, and the Confucian governance experience as a long-term task becomes part of the grass-roots social governance of socialism with Chinese characteristics. On tile basis of sorting out the pros and cons, we need to take the essence and carry forward the factors that promote the real social governance. In practice, we need to constantly summarize sublimation and combine the Confucian governance experience with the new new practice of the current grassroots governance, advancing modernization of governance system and governance capability of China.
