Reexamining the Adjustment of Social Security System under the Background of Supply-side Reform

推动经济结构的供给侧改革,是我国应对经济新常态的重大举措,是适应经济发展的必然要求。顺应经济形势,正确理解供给侧改革与社会保障之间的逻辑关系,完善社会保障制度,有利于供给侧改革的顺利进行。供给侧改革过程中,补短板、降成本、去产能、去库存和产业融合都对社会保障制度产生一定的影响。因此,供给侧改革背景下,应该引入制度供给概念,强调政府在社会保障制度中的兜底性作用,完善我国失业保险制度,推动社会保障的一体化进程,并注重提升社会保障基金保值增值能力。

To improve the social security system is conducive to the smooth development of supply-side reform.During the reform,many factors such as cutting overcapacity,destocking,reducing costs,identifying growth areas and integrating industry have a great impact on the social security system. Therefore,under the background of supply-side reform,first,it is important to introduce the concept of system supply to emphasize the protecting role of government in the social security system. Second,it is essential to improve China＇s unemployment insurance system in an effort to promote the integration process of social security. Last but not least,it is still vital to strengthen the capabilities of the maintenance and appreciation of the social security fund.
