长江经济带保护与开发的和谐平衡发展途径探讨

长江经济带在我国经济社会发展与生态环境保护方面都占有举足轻重的地位,然而日益加重的资源环境破坏使长江经济带经济社会的稳步高速发展受到了严重制约,必须加倍重视对长江经济带自然环境的保护,寻求更加和谐的发展模式。系统剖析了长江经济带开发与保护现状,针对开发与保护间的矛盾,总结了发展过程中面临的关键性问题;结合"共抓大保护,不搞大开发"的方针,深入探析了长江经济带开发与保护的途径,提出了"和谐平衡"发展的新思路并予以解读。在此基础上,从辩证关系、和谐发展、科技创新、生态文明和严格管理5个方面,为长江经济带未来的开发与保护提供新的一揽子发展路径,并指明未来研究的重点方向,以期为长江经济带的和谐平衡发展奠定理论基础,并提供决策参考。

Yangtze River Economic Belt plays an essential role in the socio - economic development and eco - environmental protection in China. However, with aggravating ecological environment deterioration, the steady and high - speed development of Yangtze River Economic Belt has been restricted seriously. Therefore, the protection of the ecosystem in Yangtze River Economic Belt should be paid more attention and the development pattern should be more harmonious. We analyze the current situation a-bout the natural environment protection and exploration and summarize the key issues in the development of Yangtze River Eco-nomic Belt in the view of the existing contradictions in development and protection. Considering the policy of ＂ Grasping Overall Protection and Avoiding Radical Exploration＂ , we investigate the appropriate ways of the exploration and protection, and put for-ward a new thinking of ＂harmony equilibrium＂ development and further explain this thinking in detail. On this basis, a new and all - round development path is put forward for the development and protection of Yangtze River Economic Belt in the future from five respects ： dialectical relations, harmonious development, scientific and technical innovation, ecological civilization and strict management. Moreover, the major directions of the future research are proposed. The research results can lay a theoretical foun-dation for the harmony equilibrium development of the Yangtze River Economic Belt, and provide some references for the decision -making.
