改革共识是指社会成员通过沟通、交流、互动、参与、体认等方式,对改革的价值、改革的目标、改革的对象、改革的路径、改革的方法、改革的成本、改革的成效、改革中的利益获得等取得一致性的认识。改革共识的形成必须依赖一定的途径和方法。通过对改革共识建构根据的分析,改革共识的具体形态有:价值性共识与政策性共识;契合性共识与包容性共识。改革共识的基本功能表现为:坚定改革信念;积聚改革力量;强化改革成效。
