摘要
社会管理向社会治理转型具有重要意义,但社会治理到底应在哪些方面对已有社会管理实践经验予以继承和超越却较少有人系统回答。为此,以全国38个社会管理创新试点为样本,运用文本挖掘和文献分析法,发现社会管理创新集中在价值理念、社会资源整合机制和政府职能整合机制三方面,在行政化推动、项目化运作、网格化管理、机构规模扩大、创新均衡性等方面问题突出。这些经验和问题是社会治理进入新常态的动力和提升方向。从社会管理到社会治理,进入实践创新的新常态,要正确界定和处理国家与社会的角色及关系,有效规避社会管理创新中存在的潜在风险,实现社会治理创新策略的均衡性。
The transformation of social management to social governance has great significance. However, few people can systematically answer the question : what aspects in practical experience should social governance inherit and surpass social management? For this reason, taking 38 pilot areas of social management innovation as samples and using the methods of text mining and literature analysis, the paper finds that the innovation of social management focuses on these three aspects of value idea and the integration mechanism of social resources and government functions. The experience and problems in social management are a driving force and provide promotion direction for social governance into new normal.
