地方治理量化统计与实践:形成型指标而非反映型指标

Quantitative Statistics and Practice of Local Governance:Formative Rather than Reflective

地方治理的量化是目前学界的重要课题,尽管指标的内容逐渐科学化,但是量化统计方法尚亟待完善。统计指标依据指标与构念的关系可以分为形成型和反映型。在基层实践中,地方治理工作重心各有差异,当前学界治理指标的研究成果同样重在各指标互补组成治理的构念,因此治理指标属于形成型指标而非反映型指标。受分析方法所限,已有的地方治理量化研究多采用传统的因子分析、协方差结构方程等反映型指标的方法,而事实上,上述统计方法均无法对形成型指标进行科学分析。本研究采用偏最小二乘法(PLS),基于全国代表性数据,以乡镇工作治理绩效评估指标为例,进行形成型治理指标的统计检验,对治理的量化研究具有重要参考意义。

The measurement of local governance is an important subject in administration study. Although the contents of indicators gradually scientific, quantitative statistical methods still need to be specified, local practice, the focus of governance is different, and the research results of the current governance indicators also emphasize different part of governance, thus the governance indicators are formative and not reflective. Howev- er, due to the limitation of the analytical method, the traditional statistical methods such as factor analysis, re- gression analysis and structural equation model can not be used to analyze the formative indicators . In this study, partial least-squares （PLS） is used to evaluate the indicators of township governance performance, on the national representative data, and the statistical test of the formative governance indicators is carried out, which is of great reference significance to the quantitative research of governance.
